CA Kenya Compliance and ISP Billing: What Every Provider Needs to Know

Beam Team2 min read

If you're CA-licensed, your billing platform is now part of your compliance posture, not just an operational convenience.

Customer care obligations now flow through your platform, not just your billing module. Under the 2026 Consumer Protection Regulations, you need a traceable way to log, track, and resolve complaints with a reference number and a resolution record. If your setup today is "customers WhatsApp the owner directly," you have no evidence trail if the Authority asks for one. This is a support-ticketing requirement dressed up as a billing conversation — which is exactly why a platform like Beam, where ticketing lives alongside billing, closes this gap without a separate purchase.

Cancellations and service shutdowns need a paper trail. Winding down a package, a site, or the business requires advance notice and proof customers were informed and could leave without penalty. Bulk SMS/notification history and exportable customer records — standard in an ISP management platform — make this far easier to demonstrate than manual records would.

Data protection compliance starts with knowing what you're storing. Your billing platform holds exactly the personal data the DPA 2019 is concerned with — names, IDs, phone numbers, addresses, payment history. Choosing a platform that limits data collection to what's necessary and follows reasonable security practices supports your obligations as a data controller; ODPC registration itself is a separate, business-level requirement regardless of software.

Watch the metered billing bill, but don't rebuild for it yet. It hadn't passed as of mid-2026, so there's no current requirement for per-byte metered billing. Choosing a platform actively tracking this legislation is a reasonable hedge for larger operators without needing to act today.

None of this replaces legal advice specific to your license — but it does mean your platform choice is a compliance decision as much as an operational one. For the regulation details in full, see What Are the Regulatory Requirements for ISP Billing in Kenya?
